Did he have to take TOEFL (since he was probably claiming foreign student status)?

Who is required to take the TOEFL? Isn't it incoming international students and students whose primary language is other than English? Did the TOEFL even exist then?

Things that make one go hmmmmm?? could the presence of this type of test be the reason all scores are sealed?

Actually, he wouldn't be required to take the TOEFL, since he graduated from an American high school - even if he was a foreign student.

But, it would be interesting to find out if he did claim foreign student status...
