actually the issue becomes when is the zoning changed or what was the area zoning.
Actually this particular race track in Middletown, NY was originally a horse race track in the late 1800's. They switched to auto racing over 100 yrs. ago. At that time the fairgrounds were surrounded by farmland and wilderness. The fairground owners did implement some noise abatements. The local pols downplay the noise issue because they realize the tax revenue generated. It's the main thing keeping property taxes in Middletown from being more outrageous than they already are.

There are no limits in natural or common law to property rights spatially speaking. You made that up. There is a difference between being a good and considerate neighbor and moral obligation. I have plowed my neighbors driveway for 25 years without ever so much as a gallon of gas in remuneration. I am happy to do it but I am not morally obligated to do it. Nor am I obligated to cut down one of my 80 foot oaks so he can get more sun to his panels or a better line of site for his satellite dish. Though I would if he asked but if he sued me to cut it down I’d plant more. That is my right since it is my property.

The limit to property rights are at the property line. For instance, in most places, it’s legal to trim tree limbs that cross the property line.
