I think the scariest part is that it can be blown into the face of someone by a stranger pssing by or nearby anywhere.

Pure scopolamine, I’m skeptical, as with the claim that a puff of powder enough to have physiological effects can be put in the face of a passer-by without his or her noticing. Even Rooskie agents need umbrellas.

Sounds like the basis for writing a new capital crime law. I would torture then burn then chop off the limbs then tie them to a post to dehydrate and die for using that against someone.
