Your second graph shows unemployment for blacks that are 16-19 years old.
Most teens that age are, or should be, still in high school.
That young, black, high school drop outs can't get a job doesn't surprise me at all.

Funny. That first graph sure doesn’t look like employment for those 55 and older is at a 45 year high.
