it’s the Obama administration applying pressure to the Supremes Justice Kennedy.The Liberal Messiah knows that de facto Chief Justice Kennedy is likely to vote to strike down the mandate, so He is trying to intimidate him into changing his mind. Kennedy is squishy enough that this might work.

The author chose to say “disruptive to”. He avoided saying “harmful to”.
Anyway, a lot of us think that allowing the individual mandate to stand would open the door to great harm (not merely disruption) in the form of unrestrained government control of our lives.
