I wouldn’t trust any records coming out of Harvard Law, seeing as prior to being appointed Solicitor General ( and later Supreme Court Justice ) Elena Kagan was the Dean of Harvard Law.
Occidental and Columbia’s records are the key to finding out if he was a foreign student. The focus should be on those institutions and I believe the amount of money should be raised to garner more attention.
