Nothign to do with funding, and you might be sick of hearing it, but one thing that's always sounded 'right' somehow is a short lag between signup and posting rights.
Dunno, maybe it'd be too much of a PITA to implement, but seems like it'd keep the trolling pruned back a bit, especially around election time(s).
