the U.S. Department of Education’s Office for Civil Rights, or OCR, finally clarified in October 2010 that Jewish students finally would be afforded the same protection from harassment and discrimination under Title VI that other minorities have enjoyed for close to 50 years.

Hmmm...

I guess that the U.S. Department of Education’s Office for Civil Rights must have a different version of the Constitution than the one that I have been looking at.

My copy of the Constitution has a 14th Amendment which provides that "no state shall ... deny to any person within its jurisdiction the equal protection of the laws."
