It may well have been the "First Secretary" himself! But of course, he will push the blame downward and people will go up before the firing squad for this.

Dispondent DPRK TV announcer this afternoon at the Noon news, coming clean with their foul up:

They will say something stupid like, "even the Party and the People's beloved rocket,yet an inanimate object designed for world peace, was so overcome with grief over the recent passing of Comrade Kim Jong il, and also filled with emotion over the anniversary of the birth of the Great Leader Comrade Kim il Sung, that it to, broke down in tears and just could not complete the mission, ending in a fiery burst of beauty and respect for the fallen great Generals who have led our people."

Really. They talk this smack. Heck, even they could employ me as a consultant to write their crap, I know their minds so well.
