OK, I looked up prion & C-J disease. Pretty scary, except where’s the C-J epidemics in Europe & Africa? Where’s the mad cow epidemics in those places? Can’t one’s blood be tested for this prion? To have lived in a relatively healthy environment like West Germany in the early 1980’s and forevermore be considered at risk for C-J is a bit of a stretch, IMO.
Does that mean because I live in the same country as Barack Obama that I am now and evermore at risk to become a liberal? This is “I Am Legend” stuff if you ask me.

Yes prions are nasty little suckers aren't they.
There was an epidemic of mad cow in England in the 1980's. It was traced back to the practice of using downer cows as feed for healthy cattle for economic reasons. I don't know how much English beef is used in Europe or how prevalent mad cow was in the rest of Europe.
According to the
NIH, there is currently no quick, accurate test for C-J. There are also a host of unknowns regarding prions, among them - do healthy carriers exist.
So the restriction may be the result of an abundance of caution, something that is obviously trumped by political correctness in the case of homosexuals.
