The Courts so held because there was no Act of Congress at that time to define Citizenship. Now there is.
So what is it?! What "Act of Congress" are you talking about? Can you give the Public Law number so that it can be looked up at GPOAccess?

Find an application for Passport, online.
They are on the Department of State website.

Those applications list several different citizenship dates and requirements during those dates.
