NO- Newt has won.
They (Fox) are showing raw numbers coming in from the first counties but they have the total number of the majority of all counties so they can project the race.

Yeah, I noticed that, but I think there are reasons why FOX called it, even though the percentages seemed to seesaw a few percentage points one way or the other. At the point a half-hour ago when it was going from Romney to Gingrich and back again, we were talking about a few hundred votes as they get tallied creating the swing back and forth.
As of RIGHT NOW, though, Gingrich looks like the CLEAR winner.
