The problem, as Jed Babbin put it, is that no matter a candidate´s electioneering promises or intentions, the minute they arrive in DC, they all “go native” on us.
The party bosses take them aside and explain it to them.
“That’s all well and good, but if you cross us, on Anything, we´ll shove You offstage.”
The cure for this is the end of the Fed Dept of Ed. and maybe in 20 years we’ll have an electorate that’ll pay attention to the process at All levels from DC on down to their own City Halls.

Putting % of GDP into a constitutional amendment will put the bureaus in-charge of setting spending and taxes. All of the numbers discussed in this post are estimates from various agencies, departments, and the CBO. Do we count GDP on a rolling 12 month basis? There is no way to have a reliable number for the next month or the next year. Even the quarterly GDP number by Commerce is over a month after the quarter has ended and is routinely corrected another month or so later. Tax revenue is similarly estimated. There is no central clearing account summing all of the receipts taken in. Why exclude fine payments and other fees when calculating the tax/GDP ratio? The current crop of Congressmen and Senators are playing us — the primary way to reduce the debt is to reduce the scope of the federal government starting with Depts of Education, Energy, and Commerce. Critical nuclear weapons and econometric functions can be handled by Defense and Treasury respectively.

They are responsible for what they vote for. They are not responsible for what the next congress votes for. How simple can it be?
