All I see are insurance premiums going to the moon, and coverages bei g cut back (but that was the intended effect of Obamacare, anyway).

The question is, is it constitutionally legal. The answer is blatantly NO. This goes way beyond the powers given to the federal government, but legality never stopped Harry before. His is not a Constitutional government, his is a monarchy. Somehow Harry never realized we won the war with the King of England.
