Inspector Generals with the Departments of Energy and Labor told a House panel on Wednesday that reports compiled at Congress request show that billions of dollars in stimulus funding given to the agencies to create green jobs have failed to achieve that goal.
DOE Inspector General Gregory Friedman told the House Subcommittee on Regulatory Affairs, Stimulus Oversight and Government Spending that his agency received $35.2 billion from the American Recovery and Reinvestment Act, signed into law by President Barack Obama in 2009.
Friedmans office found that as of Oct. 22, 2011 about 45 percent of the agencys stimulus funds had not been spent mostly by state and local recipients of stimulus funds.
The reasons, Friedman said, are that few shovel ready jobs actually existed and that the infrastructure and personnel were not in place at the state and local level to put funding and programs in place.
He compared it to putting a lawn hose on a fire hydrant.

Unions in action?
Obama is so ardent on creating jobs, problem is first off right now the winter season is approaching, a lot of construction jobs are seasonal. My job is, it will end in a week or two.
And my next job will be in Australia, mining is booming, the unemployment rate is around 6%, its the second best place to live rated after Norway but its a lot warmer.
I already have a place to stay lined up, passport papers, just getting my small details worked out while I am out of America working elsewhere.
A smart person would look into the viability of looking for work there until Obama quits or is kicked out of office. Every single stimulus payout has been sent to unions and shuffled around to benefit solely Obamas continued usurpation and dictatorship of America.
The really sad part of the article is how easily these bureaucrats talk about their stupidity and how poorly their programs perform.
The DOE and its idiots need to be abolished. Surely there are car washes in need of towel boys!

I don’t like that analogy. It’s basically saying that too little “stimulus” money was spent. That is not the case at all. NO “stimulus” money should have been spent.
A more apt analogy would be - trying to put out a house fire by using a bucket to collect water from an open fire hydrant.
Very little of the water actually gets to the fire, while the rest simply ends up in the drain.
Personally I think it’s the other way round. They are trying to put a fire hose on a house spigot. They want to drain the Treasury as fast as possible.
Correct. The appropriate analogy is that using “stimulus” to fix the economy is like trying to put out a fire with gasoline.
This is just more evidence of the gross incompetence and corruption of the Obama administration. They are clueless in connection with what it takes to efficiently and effectively spend billions of dollars, neither simple nor timely task, ending in utter and abject failure. Billions of taxpayer dollars wasted on cronies, themselves corrupt and/or incompetent.
Is this the result of thirty or more years of "dumbing down" our culture, and meeting quotas instead of selecting the most qualified person for the job?
And while all this gets reported here about the ridicules spending, perhaps even criminal by design, the lead stories on all news wires is how many bimbos have come forward to allege that Cain is a sex preditor.
The American public in my mind as decended into such a state of stupidty to be too ignorant to vote.
