If appears the police were firing tear gas grenades into an area sparsely occupied by a group of protestors. I think he was just unlucky enough to be in the way of a projectile arcing in. As far as the flash bang allegations go, none of the film I've seen show any flash bangs. I see a some gas grenades popping off.

Not so ,does not matter your rating, all Veterans from Previous Wars qualify, unless rules are different for Iraq Veterans, and I think not, see them there all the time. Do not ask their rating. Never heard that 40% stuff.

Unless things have changed since 2003 (which is when I had personal experience with this), if you are a veteran of a combat zone and you have ANY disability rating, you qualify for lifetime VA treatment.
