Benefits ought to be the most favorable to career vets and those who have been the most involved in combat and been injured. That’s just a civie’s view. But don’t benefits make up a huge chunk of the defense budget?

13 billion a year for retirement benefits. Some 7% of personnel costs. Out of our 663 billion military budget, 13 is only 2%. Not a “huge chunk”.

Only 47% of officers and 15% of enlisted men serve 20 years and get this benefit.

It is not a major cost. We can pay our military retirement benefits, or buy about 40 F22 fighters. ;)
