I’m going with “Not all that thoughtful or informed, playing it by ear,” based on limited information. It’s entirely possible for people, even reasonably bright and well-intentioned people, to just not be paying very much attention to major societal forces.
If someone in Congress who was a military officer is so uninformed, I cry for my country.
