Then isn't this officially a Senate bill?
Here's how I read this. The authorization to increase the debt ceiling is, in effect, an authorization to pay the interest on the debt (see 14th amendment). Thus, the authorization to increase the debt ceiling is, in effect, a spending bill. If it is a spending bill, then it MUST originate in the House.
Not that anyone really cares what the Constitution says, but to my reading, this is an unconstitutional spending bill originating in the Senate.

Only 66 Republican no votes...What a sad day. It's even sadder when you remember that only NINE of them voted against "cut, cap and balance," which would have also raised the debt ceiling by $2.4 TRILLION.
Fact is, many of the nays today are just seeking political cover for the next election. It isn't that they're so danged principled. That's how bad it really is.
