I was “fined” by a Kansas cop in 1984 because I was off the Interstate with an out-of-state tag. The fine for my infraction, which was never actually enunciated was exactly the sum of money in my pockets and my wallet. He was too lazy to make me take off my shoes so I had the funds to get home to Florida. When I questioned the fine he unsnapped his holster and said I should not make any trouble.

That was not a fine, just a thugs way of padding his meager pay check.
