I don’t think the expression, “The South shall rise again” was referring to south of the US border.
The South lost more than a war. They lost their means of growing cotton and tobacco when the slaves were set free and left them. The illegal immigrants would fill that need so much less expensive than most Americans would work for. That is what I referred when I said the South would rise again. Huckabee was for illegal immigrants when he was governor of Arkansas for the same reason.
