I have davocated this with the ND Public Service Commission but the Feds. block any ideas of a new northern refinery. If the pipeline is truly halted, I have to say "Good," as no U.S. product could be pumped through the line per current agreements.
Two new refineries have been proposed since 2005. One by Hunton Energy, which sort of fizzled in 2008 when the economy went south, the other by Hyperion.
In Hyperion’s case, they aim to create the greenest refinery in the world, processing around 400,000 BBL/day. They applied for an air permit in 2008, with the goal of breaking ground in 2011.
It’s 2011, and the EPA relaxed the rules on air polution during the Bush Admin. Hyperion VOLUNTARILY amended their application to adhere to the HIGHER standard.
Sierra club sued them anyway for adjusting the permit.
They are now aiming for 2015 to break ground, but I think they’ll have a tough go of it. Doubt seriously they’ll break ground. Tesoro is getting its teeth kicked in by being a pure refinery play. All the new refineries are being built in the emerging markets.
You have to hand it to Canada. Harper has transformed Canada into, literally, the leader of the free world. It is energy independent, economically stable, and has no real estate related bank issues.
Yes, they lack an effective military, other than their icebreaking corps in the Arctic and they have no subs, which means trouble territorially with Russia.
That, and its frickin’ cold up there. If I were Harper I’d be creating giant greenhouse gas belchers near Dead Horse and start spreading the soot all over the snow to cut back on solar reflectivity. Got to turn the heater on up there.
Then we would have to build more refined products pipelines.
This extension does tie to one refinery but to many.

Or vote for someone for president who actually has experience with such matters. Say maybe a former governor from an oil producing state.
