Aguilar graduated as valedictorian of Brien McMahon High School in Norwalk last year, but because he is an illegal immigrant he does not qualify for the lower tuition rate available for state residentsSo if it is known that this guy and his family are in the country illegally, why isn't the INS on his doorstep right now deporting him and his family?
