I think "claim or demand" relates to money owed to the state. Could be. It's my understanding that public employees are required to join a union and dues are automatically deducted from their paychecks. If that's correct, wouldn't eliminating that requirement and automatic deduction of dues be releasing a claim/demand of the state on their paychecks?

It could be argued that way (and would be argued in court). Meanwhile, the gov could hold the money in escrow (which would avoid the "releasing a claim/demand of the state" issue).
The legislature could also pass "right to work" laws covering the whole state, which would not be appropriations bills and would only need majority quorum.

I hope someone in Wisconsin can let me know if I'm wrong, but it doesn't sound to me like they're working on getting even one Dem back for a vote. Wasn't it known yesterday afternoon where many of these thugs were? So what's taking so long?
