He was with FBI head Mueller during his press conference so it’s safe to assume that he’s got the blessing of somebody in the Dem party. Nobody’s shutting him up.

You are right! He does not have the right to say these things, IN HIS CAPACITY as sheriff. He is speaking AS the sheriff about an ongoing investigation, and he is just plain wrong to throw his opinions around like he is doing.
