Add to that cost possible other deficiencies with the ship that were going to be put off until the next overhaul/ refurbishment and it adds up. My guess is also that it's not an economical fix.

Bingo. Crewmembers battled the fire for three hours. Between the heat ant water damage, the engineroom is likley a wreck. Sure, it could be repaired, but at what cost? Do you spend the money on practically rebuilding the engineroom and replacing or repairing the huge engines or do you just take the insurance cash?
