In this district - not really. People have tried to no avail. I believe this is one of the two or three most liberal districts in the country. I suffer in silence.
“While this case raises a host of complex constitutional issues, all seem to distill to the single question of whether or not Congress has the power to regulate — and tax — a citizen's decision not to participate in interstate commerce,” wrote Hudson in his 32-page memorandum.
“Given the presence of some authority arguably supporting the theory underlying each side's position, this court cannot conclude at this stage that the complaint fails to state a cause of action,” he wrote.
Hudson said the case cannot be resolved without a further hearing on the merits.
I found this analysis on California district ideology the other day. I was surprised to find that Alameda was the second most liberal county in California, right behind San Francisco county.

Capps's District 23 looks like a long coast-hugging snake and it's carefully drawn to exclude all but the most liberal communities. Nothing will change unless some effective re-districting is done, and that concept is so alien to most dumbed-down voters the chances are zero to none. The fix is in.
