The expected personal income tax increase that Gov. Quinn proposed earlier this year was supposed to be increased from three percent to four percent. But it could actually increase to five percent budget director David Vaught said today: Were going to pass a tax increase in January, Vaught said. We expect it is going to be substantial. Meanwhile, Quinn is also taking a hit in the polls which show GOP candidate Bill Brady with a lead. [via ChuffPo]

In talking about taxes, the Obama administration and Democrats like to focus on “the rich.” I’ve often wondered who they think of when using that term in a dismissive way. Maybe the picture they form in their minds goes something like this:
Born into affluence with blue blood in his veins and rich relatives to pay for exclusive private schools. No wealth earned by the sweat of his brow in honest labor in the private sector. Marriage to a fabulously rich widow. A $7 million yacht he parks in a neighboring state to avoid higher taxes in his home state.

That description happens to fit a real person — John Kerry, the Democratic senator from Massachusetts. Kerry and his admirers would be quick to complain that such a bare-bones, dollars-based picture does not do justice to his distinguished career: a decorated volunteer in the Vietnam War, subsequently a conscientious critic of that war, a successful lawyer, an impressive career in the U.S. Senate where he is recognized for his foreign policy expertise and the Democratic candidate for president in 2004. (And he’s decided to pay the yacht taxes.)

Why don’t we just make the tax rate 100%. Then I have the excuse to quit my job and stay home and watch TV all day. /sarcasm.
