As a divorced dad of long standing this sounds like another funding mechanism for waste-of-oxygen social(ist) workers, magistrates, referees, court appatatchicki and other bacterial level forms of life that would not be able to feed themselves outside of the public dole.

Improving the public schools? What a laugh.

If the government is serious about fatherhood, how about

1. Stop paying welfare parasites to breed feral children.

2. Stop rewarding women who divorce their husbands to "find themselves".

3. Stop appointing race-hustling pimps to positions of power.

4. Encourage industry to create stable, well-paying jobs by creating enterprise zones free from bureaucracy and predatory taxation.

Well, I could go on for a long time, but you get the idea - none of the above will ever happen.
