I didn't or don't mean to say there is no Deem and Pass. What I'm saying is that the procedure of Deem and Pass doesn't amount to a hill of beans in changing anything except confusing people.

In other words, if the House approves a Deem and Pass legislative rule, the Senate Bill in its entirety would also have to be in the Deem and Pass legislative rule.

It's still an up or down vote on the Senate Bill, there's just an extra transparent layer on top of the Senate Bill to confuse people and to give some cover.

You mean that Republicans tried to sign a bill without it passing both houses of Congress? When?
