For the second year in a row, President Barack Obama wants to end a subsidy that helps states jail illegal immigrants.
The State Criminal Alien Assistance Program (SCAAP) provides a partial subsidy to help states and local communities incarcerate illegal aliens who have committed crimes. The administration proposed on Monday ending the program to save $400 million in 2010.
The administration said that the program money has been "unfocused" and "can be used for any correctional-related purpose." When he was in the Senate, Obama voted in favor of additional funding for the program.
Killing off the program has been tough on Capitol Hill, where many border state lawmakers have supported the subsidy.
The office of Rep. Mike Honda (D-Calif.), who has fought cuts to SCAAP, says that the funding level in this budget is not cut, but will remain at the same level as in the last budget.
Nonetheless, the administration said that it would take the savings and redirect the money towards border enforcement efforts.

Obama's purpose is to remove the only incentive for state and local prisons to identify criminal illegals in their custody.
If federal funds are not provided for incarcerated criminal illegals, why should the states and localities bother to identify them?
If state & local prisons don't identify them to the feds, then rather than being deported after serving their time they will be released to the streets.
Obama's just trying is giving criminal illegals a second chance at life of crime in the US... and he'll try again!

Under Comprehensive Immigration Reform (Cong Guiterrez' bill w/ 92 sponsors).........to prove they have jobs and were in the country before Congress passed amnesty, illegals are allowed to use stolen ID's, fake green cards, and fraudulent SS numbers without fear of prosecution. Guiterrez' bill will make it much easier for more illegal aliens to break in.
Mexico facilitates the profitable staging area for global illegals to cross the border. Contrary to Obama’s claim that CIR will increase border security, it does just the opposite.........

Hernandez explained to Cong Tancredo the purpose of the Mexican government agency "Ministry of Mexicans Living in the United States:"
(1) to increase the flow of Mexican nationals to the United States..... (2) to serve Mexico’s needs......... (3) to increase remittances to Mexico of $50 billion a year (30% of the Mexican GDP); (4) to get US jobs for an exploding Mexican population, alleviating social instability due to rising unemployment; (5) to get free US training for Mexicans, who are expected to return and repatriate those skills back to Mexico.
Hernandez supports amnesty: "By populating the United States with millions of Hispanics tied economically, politically and linguistically to Mexico, we are able to exert enormous influence and pressure on US policy and its dealings with Mexico." We need to see audits of all these latino agitator groups as well as Guiterrez' cell phone records and emails to gauge when these agitators get their orders from Third World governments.....and to determine the extent Third World government's are subsidizing the rigging of US laws for their gain.
Bus them to DC and turn them loose in front of the Whitehouse.
