Barbara Boxer, D-Calif., who supports carbon-cutting mandates, said today that "it could take us a long time" to get a bill enacted. She said that the EPA-imposed regulations are necessary in the meantime. When libs say "carbon", are they really talking about carbon dioxide? (there's really a big difference).

Yes. Any activity that moves carbon from a solid "bound up" location (e.g., in plants and minerals) to a gaseous form (ESPECIALLY CO2) is the "carbon" they are talking about.
A lump of coal is okay, but burning it is not okay.
