I do not know the condition on Refineries in our country.
I only know that during Katrina the Refinery in Louissianna was closed down and the price of fuel went up. I therefore assumed that refinery was pretty important to our system and we could possibly use another one.

Yes, it’s true that we had an important refining and/or transportation issue immediately after Katrina. But that was a regional issue due to an extream increase in local demand. The root problem, however, wasn’t one of too little refining capactity but rather very poor (or no) planning. In particular, there was no pre-positioning of gasoline supplies. (Who could have expected that a million cars on the road would need to refuel? /s)
