I just read it and that Driving Park location is definitely outside the city and away from the Central Park, Amtrack Station,and run-down warehouse area. It is approaching the Eastman Kodak area.

Driving Park is towards the NW boundary, definitely still in the city. There’s a pinpoint map page, CrimeReports.com I think. Look up Conkey & Avenue D sometime, just around the corner.
