So they can figure this was a terrorist attack, but they’re stumped if it happens on an Army base.
More likely the Russians have decided claiming a terrorist attack is better than admitting to inadequate track maintenance procedures. If they admit to poorly maintaining the tracks in the Russian Federation someone might demand they actually do the maintenance work, to the consternation of those who are pocketing the maintenance money right now.
