Superintendent Greg Moats said, "We just cannot permit this, and we'll be very aggressive on anybody that is proven to be at fault." Well, that would be nice. But in my experience, schools have no idea how to handle bullying. Sure, they talk about it a lot. It's a popular theme "This is a bully free zone". But bus drivers and teachers do nothing when it happens. Statements come out later about how something will be done, but nothing happens.
But perhaps this time will be different.

I agree about the schools having no clue how to handle this. While assaults and other violence can happen at the workplace, I don't believe that they occur as frequently as they do in our schools. But...for some reason, we accept the violence in our schools because there is no way that any business or corporation would survive if their employees faced the same threats in their 9-5 jobs.
If we hold our schools accountable for the violence that occurs on their property and watch, won't they be forced to hold the students accountable for their individual behavior?
