It's sad - but here's the DC “group-think”. It's OK to bankrupt the country. It's OK to pass laws no one has read. It's OK to vacation of the taxpayer's dime. So what is important? It's important for them to be superficially polite to each other.

It's sad, but in legislative bodies superficial civility is needed or they'd murder each other and it'd be difficult to get new candidates for these offices.
It's really difficult to work up close with scumballs.
