Makes sense until you realize that would affect pharmacists & young pharmtechs still in training. There's plenty of stuff in most hardware stores that could get the job done quite effectively...
That is the point. By making it over-the-counter, the pharmacists and techs would not be involved. You would just look on the shelf under "suicide". ;>)
