That’s bizarre. Unless the victim has some gang background or something I dunno why they’d do that.

Because Dallas sucks.

Their DAs have had a lot of trouble with bad lab results and false prosecutions.

Referring directly to the Grand Jury in Texas is saying “nothing here, keep on walking.” It just clears the slate...

It is protocol in TX to refer a justifiable homocide to a grand jury. Just being formal, I suppose....

They go before a grand jury so they get no-billed. That way some idiot liberal DA transplant from up north can never come after you at some point in the future. They also no-bill it to exempt you from any possible civil suits.
