A guest on CNBC this morning was discussing just this topic, how much money would actually get to where it was supposed to go and when. His answer: Not much and not for quite a while. Tax cuts, say of the payroll tax, could be enacted immediately, and could go right to where they were needed without layers and layers of middlemen.
