I am not sure what you mean. The passage is paraphrased and less specific than the actual statute, so I can see that it might be confusing. The meaning of that particular passage is that a child born to a US citizen and an alien (not US citizen, not US national) is a citizen at birth if the US citizen parent has met certain specific residency requirements. For Obama, if he was not born in the US, then he was not a natural born US citizen, because he was not a citizen at all, due to his mother being too young to have met the residency requirements to pass citizenship to him at birth.
