Yes - when they used a nerve agent without having enough antidote on had for all the hostages.

The interests of the government are often at odds with the interests of the individual.

In this case, the Russian government decided that beating the terrorists was paramount, even at the cost of innocent lives. This is not unusual for most governments: the imperative is “rule at all costs”.

This is why our Founding Fathers revolted.

If god forbid we will see the same hostage situation in Israel or somewhere I will recall you your words. If you are so smart then tell us how the speznaz should act? Give up and fulfill all the requests of the terrorists?
