US Steps Up Security Following Attack in Britain

Homeland Security Secretary Michael Chertoff made appearances on several television talk shows.

He told ABC's This Week program there is no indication of a linkage between the events in Britain and any specific attacks on the United States. "We do not have, at this point, specific, credible intelligence that there is an attack, a particular attack, focused on this country," he said.

But at the same time, speaking on CNN's Late Edition program, Chertoff said U.S. authorities are concerned about the threat of terrorism, especially in the coming months. "We have had a number of al-Qaida leaders quite publicly talking about how they want to carry out their threats against the West. So, given that and given the history that we have had over past summers, with attacks in Britain, I think we were clearly focused on this as a possibility," he said. Full story...

Worldwide Caution

April 10, 2007

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated October 11, 2006 and expires on October 9, 2007.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Ongoing events in Iraq and elsewhere in the Middle East have resulted in demonstrations and associated violence in several countries. Americans are reminded that demonstrations and rioting can occur with little or no warning.

In August 2006, British authorities arrested a significant number of extremists engaged in a plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. The bomb attacks targeting buses carrying foreign workers in March 2007 and December 2006 in Algeria, a series of bombings in Thailand in May and September 2006 that targeted commercial and tourist destinations in the far south, and the bombings in the the Egyptian resort town of Dahab in April 2006 all illustrate how terrorists exploit vulnerabilities associated with soft targets. Additional examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the vehicle-based suicide attack on an oil facility near Mukalla and Marib in Yemen in September 2006 and the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 are such examples.

In the wake of the August 2006 plot against aircraft in London, numerous terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov .

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. Americans abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate.

As the Department continues to develop information on any potential security threats to U.S. citizens overseas, it shares credible threat information through its Consular Information Program documents, available on the Internet at http://travel.state.gov . In addition to information on the Internet, travelers may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the U.S. or outside the U.S. and Canada on a regular toll line at 1-202-501-4444.

That the fears expressed over misuse of the Internet are not imaginary would be best illustrated by a criminal case that recently ended in the conviction of three persons in the UK. The trio (Waseem Mughal, Younus Tsouli and Tariq Dour) were experts at stealing credit card information online (mainly from gambling Web sites), using which they made huge purchases from online stores. The goods they so bought were mainly that required by Jihadists.

According to a Washington Post report, the three established a network of communication forums and Web sites for the benefit of such Jihadists. Incidentally, the sites carried tutorials on hacking and how to prepare explosives. Vol uminous material on the happenings in Iraq, especially on suicide bombing, was also made available. A posting on one of the sites carried a discussion following which was a message: “We are 45 doctors and we are determined to undertake jihad and take the battle inside America.” The involvement of doctors in the recent London and Glasgow terrorist attempts should not, therefore, come as a surprise to those who had knowledge of the activities of Mughal and company. It is certain these three will also be under scrutiny during the current investigations by the UK Police.

Interestingly, one of the conspirators, Tsouli, was arrested from his West London apartment while he was logged on to a Web site titled ‘youbombit.r8.org’. In his laptop, the investigators located a folder entitled ‘Washington’ that carried short video clips of the city’s important landmarks, and a hazardous chemical response vehicle.

Investigation against the three youths began in late 2005 after a tip-off from the Bosnian Police. The latter were examining the involvement of a Swedish and a Danish national in a plot to cause explosions in Europe, after they were found in possession of substantial amount of plastic explosives. Also seized from the two was a video carrying a message from them supposedly after causing the explosion they were planning. Obviously this was meant to be posted on the Internet for propaganda purposes!

Right through their trial, Waseem Mughal, Younus Tsouli and Tariq Dour maintained before the UK Court that they were innocent. Towards the end, however, they crumbled to admit their guilt. Following this, they were recently convicted to various terms of imprisonment ranging from six-and-a-half to ten years. This was the first conviction for a newly defined offence of inciting terrorist murder on the Internet. This strengthening of criminal law in the UK to meet the menace of the use of the Internet to promote violence should receive attention from Indian law makers.”

ARTICLE SNIPPET: “The spate of instances of Internet misuse for disseminating propaganda that glorifies violence has spawned a new class of experts who are constantly hunting for terror-based Web sites so as to bring them to the notice of law enforcement.

One of them is Aaron Weisburd who runs a Web forum, Internet Haganah, which is solely on this laudable mission. He recently undertook an intensive study of the sites in vogue and established that there was a nexus between those engaged in setting up terrorist sites and counterfeit online banking Web sites.

In his view, credit card frauds are also linked to such individuals. Terrorist organisations badly need resources, and it looks as if the one main source of funding is stolen financial information that facilitates online thefts from banks. This means, there is only a thin line of distinction between some of those who preach terror in cyber space and those who can rightly be labelled classic cyber criminals always on the prowl for victims.”

Report: Al Qaeda renewing efforts to sneak terror plotters into U.S.

WASHINGTON (AP) — Al Qaeda is stepping up its efforts to sneak terror operatives into the United States and has acquired most of the capabilities it needs to strike here, according to a new U.S. intelligence assessment, The Associated Press has learned.

The draft National Intelligence Estimate is expected to paint an increasingly worrisome portrait of al Qaeda’s ability to use its base along the Pakistan-Afghan border to launch and inspire attacks, even as Bush administration officials say the U.S. is safer nearly six years into the war on terror.

Among the key findings of the classified estimate, which is still in draft form and must be approved by all 16 U.S. spy agencies:

# Al Qaeda is probably still pursuing chemical, biological or nuclear weapons and would use them if its operatives developed sufficient capability.

# The terror group has been able to restore three of the four key tools it would need to launch an attack on U.S. soil: a safe haven in Pakistan’s tribal areas, operational lieutenants and senior leaders. It could not immediately be learned what the missing fourth element is.

# The group will bolster its efforts to position operatives inside U.S. borders. In public statements, U.S. officials have expressed concern about the ease with which people can enter the United States through Europe because of a program that allows most Europeans to enter without visas.

The document also discusses increasing concern about individuals already inside the United States who are adopting an extremist brand of Islam.

Chertoff's ‘Gut Feeling' Could Be a Nuclear Detonation

Experiencing extreme intestinal discomfort, U.S. Homeland Security Secretary Michael Chertoff said in Chicago last week that America faces a heightened chance of an attack this summer.

"I believe we are entering a period this summer of increased risk," Chertoff told the Chicago Tribune's editorial board in a blunt assessment of America's terror threat level.

"Summer-time seems to be appealing to them," he said of al-Qaida. "We do worry that they are rebuilding their activities."

Chertoff indicated his remarks were based on "a gut feeling" formed by past seasonal patterns of terrorist attacks, recent al-Qaida statements, and intelligence he did not disclose.

Days before Chertoff made this announcement, ABC News reported that a secret law enforcement report prepared for homeland security warns that al-Qaida is preparing a "spectacular" summer attack.

On Tuesday, ABC News also reported that "new intelligence suggests a small al-Qaida cell is on its way to the United States, or may already be here." These unprecedented announcements are based on the realization that al-Qaida has achieved its goal of developing nuclear and radiological weapons for a simultaneous attack on seven to 10 American cities.

Bin Laden's first purchase of nuclear material dates back to his stay in the Sudan. In 1993, he purchased a canister of weapons-grade uranium from black-market agents, including a Sudanese official, who obtained the material from Valindaba, a nuclear manufacturing facility near Pretoria in South Africa.

The uranium was tested at an al-Qaida laboratory in Khartoum. The canceled check for this transaction remains within the Alec File, the file on bin Laden at the CIA. The CIA agent in charge of the file was Michael Scheuer, who headed the agency's bin Laden unit. Scheuer also authored the best-selling book "Imperial Hubris."

Upon his return to Afghanistan, bin Laden made additional purchases of off-the-shelf nukes and nuclear material from the Chechen rebels, the Russian mafia, and various sources in the Ukraine, including international arms dealer Semion Mogilevich.

On one occasion, Mogilevich provided bin Laden and company with twenty kilos of uranium-236 that had been enriched to 85 percent -- far above the standards of enrichment for weapons-grade material.

These sales have been verified by British, Israeli, Russian, Saudi and Pakistani intelligence, leading media sources (including The London Times and BBC), and U.N. weapons inspectors, such as Hans Blix.

Bin Laden and Ayman al-Zawahiri, his favorite sidekick, have been open and candid about these purchases. On one occasion, Zawahiri quipped that such weapons were available from the former Soviet Union to anyone with $10 million.

In the wake of 9/11, empirical proof of the existence of bin Laden's nuclear/radiological arsenal was uncovered in the caves of Kandahar where U.S. troops uncovered a canister of uranium-238 and at Turnak Farm (the al-Qaida underground laboratory on the outskirts of Kandahar) where CIA officials came upon jars of yellow cake (highly enriched uranium) and additional canisters of uranium-238.

On Oct. 11, 2001, Israel's Mossad arrested a Pakistani operative who tried to smuggle a plutonium-implosion devise into Israel at the checkpoint at Ramallah.

The operative, who had ties to al-Qaida, later died of radiological poisoning. And two British agents managed to infiltrate al-Qaida from a London mosque. They were sent to Heart, Afghanistan, where they saw radiological bombs being prepared for the great jihad. The bombs were never recovered.

More evidence came with the arrest of Dr. Sultan Bashiruddin, the former Chairman of the Pakistan Atomic Energy Commission, and Dr. Chaudry Abdul Majid, the chief engineer for the A.Q. Khan Research Laboratory.

These scientists admitted that they met with bin Laden, al-Zawahiri, and other al-Qaida officials on several occasions to offer technical assistance on the group's "Manhattan Project."

They testified that bin Laden had obtained enough weapons-grade material from the Ukraine to manufacture so-called "bespoke nukes" (devises with explosive yields in excess of 10 kiloton) and that many other scientists and technicians from Pakistan were in bin Laden's employ.

News of the American Hiroshima -- the plan to detonate seven nuclear devises in seven major U.S. cities -- was uncovered from the laptop of Khalid Sheikh Mohammed, al-Qaida's military operations chief, who was arrested in Karachi on March 2, 2003.

From the same source, coupled with "pocket litter" from prisoners and dead al-Qaida soldiers, U.S. officials learned that the individual singled out to commandeer the attacks was Adnan el-Shukrijumah, a naturalized American citizen.

The FBI issued a BOLO (Be-on-the-lookout) for any sightings of el-Shukrijumah and placed a $5 million bounty on his head.

But the wily Adnan, who was trained as a pilot and a nuclear technician, has managed thus far to escape capture.

The threat of the American Hiroshima received tell-tale confirmation with the death of a Pakistani with ties to al-Qaida of radiological poisoning in Kearny, N.J.

More bad news about the planned attack came from al-Qaida agents who were arrested in Pakistan in the wake of the "Waziristan Summit" -- a gathering of the al-Qaida high command in the tribal province of Pakistan during March and early April of 2004.

When questioned by CIA and ISI officials, Sharif al-Masri, one of the collared terrorists, said that several of bin Laden's nukes had been forward deployed to Mexico for transport into the U.S. by Latino street gangs.

This report was supported by Hamid Mir, the only journalist to interview bin Laden and al-Zawahiri in the wake of 9/11.

Mir confirmed from his sources that the weapons had arrived in the U.S. and were being readied for the next attack on American soil.

He also said that he recently interviewed an Egyptian scientist who had lost an eye while testing one of bin Laden's nuclear weapons in the Afghan province of Kunar.

Further alarms of al-Qaida nukes on American soil were sounded in recent months by British intelligence following the interrogation of 45 Muslim physicians involved in the recent terrorist attacks in London and Glasgow.

Will the American Hiroshima occur this summer?

The answer to this question is anyone's guess.

Most experts agree that the bombs are in place and are being prepared for detonation. But the timing remains uncertain since bin Laden is a model of patience.

His favorite Islamic verse is as follows: "I will be patient until I out-patience patience."

In the meantime, Chertoff needs more than a doze of Maalox. He may want to store up a supply of iodine tablets in order to survive what bin Laden and his boys have in store for him and the rest of us.

“Dynamite-Shaped Object Sparks Evacuation In N.J.”

Kafeel Ahmed, an accused in the failed UK terror plot, had a dream of constructing a housing complex on the outskirts of Bangalore where Shariat would have been the rule of law.
An analysis of his computer hard disk showed a detailed project in which Kafeel, who drove a blazing jeep into Glasgow airport, wanted to purchase a land of five acres in or around Bangalore where a housing complex could be set up, officials carrying out his background check said.

They said Kafeel’s dream project showed that he wanted Shariat law to be followed in letter and spirit at the proposed housing complex.

An engineer by profession, Kafeel, who suffered 90 per cent burns while trying to ram his jeep into Glasgow airport, had been visiting several religious and secessionist sites, including Jamat-ul-Dawa, the parent organisation of militant outfit Lashkar-e-Tayiba.

“Killers swapped messages with wife of marine”

ARTICLE SNIPPET: “AFTER her husband Marine Private First Class Reuben S. Doronio Jr. was killed in an ambush in Basilan last July 10, Jomarie Doronio received several text messages from her husband’s killers.

One of them asked if he could befriend her. The others inquired about her well-being.

Either way, she could only feel disgust at their attempt to add insult to injury.

The communication began on the day her husband was killed, Jomarie said.

“Pasensya ka na. Nabalitaan naming napatay na ang mister nyo (We’re sorry. We heard that your husband has been killed),” was the text message she received from her husband’s cellular phone number.

She and her sister-in-law Honeylee called the number but nobody answered.

The next day, the military camp in Basilan confirmed that Reuben was among the 14 marines killed in the encounter with Moro Islamic Liberation Front rebels. They had been scouring the jungles for the kidnapped Italian priest, Fr. Giancarlo Bossi, when they were attacked.

Ten of them were beheaded, including her husband, while some of the soldiers had their genitals cut off. “

Creators describe game as response to U.S. company’s ‘Assault on Iran’

TEHRAN, Iran - An Iranian hard-line student group unveiled a new video game Monday that simulates an attempt to rescue two Iranian nuclear experts kidnapped by the U.S. military and held in Iraq and Israel.

The “Rescue the Nuke Scientist” video game, designed by the Union of Students Islamic Association, was described by its creators as a response to a U.S.-based company’s “Assault on Iran” game, which depicts an American attack on an Iranian nuclear facility.

“This is our defense against the enemy’s cultural onslaught,” Mohammad Taqi Fakhrian, a leader of the student group, told reporters Monday.

In “Rescue the Nuke Scientist,” U.S. troops capture a husband-and-wife team of nuclear engineers during a pilgrimage to Karbala, a holy site for Shiite Muslims, in central Iraq. Game players take on the role of Iranian security forces carrying out a mission code-named “The Special Operation,” which involves penetrating fortified locations to free the nuclear scientists, who are moved from Iraq to Israel.
