In several articles where a person was described as “fiscally conservative” it meant he/she was not a conservative and this apparently was meant to confuse readers.

Yes, it is meant to confuse. "Fiscally conservative" is word twisting to hide a tax increaser. It's somebody who wants to increase spending of your money for more socialist claptrap, then is "responsible" enough to raise your taxes and take more of your money to "balance the budget." He has both of his hands in your pockets.
Isn't it wonderful what liberals can do with words?
