From the old USSR I remember they would have needed all the encouragement they could get. The ladies there as I remember in those days were not uhhhh alluring.
They got it! The state paid a bounty for child-bearing. They even gave out medals for Stakhanovite hero-mothers. Many a Sovietski housewife made ends meet by periodically splitting a liter of vodka with Ivan and turning the lights off (if they had lights).
