I don't know how many times I've had to point out this distinction.

The distinction is meaningless. Making it illegal to accept payment is the same thing as making the game illegal. Try telling a casino it can no longer accept money from bettors. Well technically gambling is allowed, but the casino cannot take the money.

Got a credit card that is NOT supplied by a US based institution? This law ONLY affected institutions that are based in the USA.

You could also send a money order, travelers check (same as cash), or use a bank outside the USA and send a check.

There are many ways around it.
