What COULD he do? The buildings were privately owned. Therefore, it was not his responsibility to come up witb an evacuation plan for property that didn’t even belong to the city.

Actually, the WTC was owned by the NY Port Authority and leased to a private group and that lease was entered into until early in 2001. The Port Authority police still had jurisdiction. City officials have ALWAYS had a role in emergency planning for major sites both public and private.

Nice try, but Rudy’s still on the hook for dropping the ball.

The Port Authority of New York had a lot to do with the Twin Towers. Not sure of the details. Still, if a building was bombed before by a foreign terrorist group, it should of become a public safety issue anyway?
