O’Neill had been working at the WTC for only a few days when he was killed in the attack. And as you pointed out, he was hired by the owner. The bottom line is that Rudy DID NOTHING.

Evidently the WTC, being a privately owned building and all... FYI, the WTC was NOT privately owned.
It was owned by the Port Authority of New York and New Jersey.
