A large, executive-style desk, a laptop perched on top, a logo in the background and a screen showing shifting images to reinforce the newsreader's message. The only difference is the presenter, who is swathed in an Arab headdress and masked to hide his identity, and the subject of the broadcast, a call for an Islamic state for Iraq and a vow to use Iraq as a launching pad to crush the "Zionists" in Israel.

Welcome to the "Voice of the Caliphate", the latest offering from the Global Islamic Media Front, widely regarded as the mouthpiece of al-Qaeda and the worldwide jihadist movement.

Distributed over the internet, the mock news format is just one of many employed by al-Qaeda's highly sophisticated propaganda arm.

"Authored by CTC Senior Associate Brian Fishman, this short commentary analyzes a major report on the U.S. intelligence community that was released in August by Muhammad Khalil al-Hakaymah, a long-time operator in the Egyptian al-Gamaa al-Islamiya.

Al-Hakaymah recently joined Al-Qa'ida and seems to aspire to be its chief intelligence analyst. His report indicates that Al Qa’ida has evolved from studying U.S. security tactics and electoral politics to more sophisticated analyses of U.S. bureaucratic structure and weaknesses. Whereas security planners have tended to think of bureaucratic limitations as internal problems that may limit our ability to detect, prevent, or respond to an attack, we must now consider that Al Qa’ida will actively attempt to exploit these weaknesses."

Senate Democrats plan to use their newfound power to revisit one of the most contentious U.S. national security matters of 2006: Deciding what legal rights must be protected for detainees held in the fight against terrorism.

Among other things, Dodd's legislation would specifically bar coerced statements as testimony and limit the president's authority in interpreting international standards for prisoner treatment.

Dodd and other Democrats say such protections should be afforded to terror suspects because the U.S. would want other nations to apply similar rights to troops captured in war.

GENEVA: Seventeen people died and 140 would-be migrants were missing at sea Thursday after Yemeni police opened fire on a group of boats attempting to smuggle 515 people from Somalia to Yemen, the United Nations High Commission for Refugees (UNHCR)said.


Two of four boats carrying mainly Somalis and Ethiopians capsized in the Gulf of Aden late on Wednesday after Yemeni authorities spotted the vessels approaching the coastline.


Survivors said Yemeni forces opened fired as two boats offloaded passengers. Yemeni officials said the smugglers returned fire.


The third and fourth boats, anchored further offshore under the cover of darkness, tried to escape back to sea. But one of the vessels capsized near Al-Baida after becoming unbalanced by agitated passengers. The other was forced back to shore by coast-guard boats and a helicopter but capsized in heavy seas just 300 meters offshore.


More than 25,800 people have been recorded arriving in Yemen from troubled Somalia this year. Somalis reaching the country are automatically given refugee status if they apply because most are fleeing violent conflict. Ethiopians are not automatically considered refugees but can put their cases individually. Of the more than 88,000 registered refugees in Yemen, 84,000 are Somalis.


Yemeni authorities said Thursday they captured all 17 smugglers and their four boats, and that a search operation was still under way for survivors.


UNHCR chief Antonio Guterres said he was shocked by the loss of life.


"I am deeply saddened," Guterres said in Geneva. "Despite efforts to halt this horrible trade, brutal smugglers continue to prey on the desperation of poor people fleeing persecution and violence."


Somalis on the boats said they came from troubled areas in central Somalia. Many said they had fled as a result of the conflict between the Ethiopian-backed Somali government and Islamist miltias.


The boats from Somalia usually land along a remote 300-kilometer stretch of tribal-ruled coastline. The UNHCR has only limited access to much of the insecure coast. - AFP

ARTICLE SNIPPET: "Brazilian travelers incensed about an overbooked flight stormed a runway Wednesday to prevent a commercial jet from taking off, and a tourism industry leader said two months of chronic flight delays have been a "disaster" for tourism.

The protest happened after a group of about 30 travelers with tickets to the northeastern city of Recife waited more than 40 minutes aboard a bus outside a Tam Linhas Aereas SA jet at one of Sao Paulo's two airports, Brazil's Globo TV reported.

When the crew closed the jet's door because the plane was full, some of the passengers got off the bus in an attempt to stop the plane from leaving. It was unclear how many people were involved in the protest.

Police removed the protesters from the tarmac, but the flight was delayed for more than two hours in a repeat of similar incidents last week, when Brazilians invaded runways at several airports plagued by delays just before Christmas."

Strip-Searched Muslim Woman Gets Apology

The Department of Homeland Security has sent a letter apologizing to a Muslim woman who was detained at the Tampa airport and strip-searched at a county jail.

Safana Jawad, 45, a Spanish citizen who was born in Iraq, was detained on April 11 because of a suspected tie to a suspicious person, authorities said. She was held for two days before being deported to England.

Jawad filed a complaint, and the agency apologized in a letter dated Dec. 8.

"On behalf of the Department of Homeland Security, I offer you my sincere apology for having to undergo a strip search," wrote Timothy J. Keefer, acting chief counsel for the department's Office for Civil Rights and Civil Liberties.

The agency declined to release the name of the suspicious person in the case.

Department spokeswoman Joanna Gonzalez said it is standard practice to send a response letter to someone who complains. She said the agency does not track the number of apologies it issues.

Jawad was traveling to Clearwater to visit her 16-year-old son, who lived with her ex-husband, Ahmad Maki Kubba. Kubba, an Iraqi exile and American citizen for 27 years, was praised last year by Gov. Jeb. Bush for organizing a group to vote in Iraq's election.

Kubba said his ex-wife's detention prompted his son to move to Spain.

"I lost my son because of what happened," Kubba said. "My son wanted to be in the U.S. Navy, and he speaks both English and Arabic. He would have been just what they are looking for. What they did to Jawad was unfair and is hurting America."

A Pinellas County jail internal investigation cleared deputies of wrongdoing in the case.

"We followed the same protocol with her as with any inmate," Sgt. Jim Bordner said.
