The Dems will look around them, realize that only a very few Republicans actually got anything worthwhile out of any lobbyists, note that all those guys got prosecuted, and simply RAISE THE PRICE.

Any group that gives more money to the Republicans than the Democrats will be considered an evil lobbyist group and therefore banned. Any group giving more money to the Democrats than the Republicans will be considered a "concerned citizens" group and therefore good and allowed to continue giving to the Democrats.
